New Virginia Candidates


In the last two months, VPAP has added 27 names to its unofficial list of candidates running for the State Senate and House of Delegates.

January 10, 2023 Special Elections

State Senate

Senate District 7

Kevin Adams (R) and Aaron Rouse (D) are running in the special election to fill the remaining year in the term of Sen. Jen Kiggans (R-Virginia Beach), who won the November 8 congressional race in CD-2. The special election will fill the remainder of her term in the old district boundaries of SD 7, which includes parts Virginia Beach and two precincts in Norfolk. House of Delegates

House District 35

Monique Baroudi (R) joins Holly Seibold (D) in the special election for the seat previously held by Del. Mark Keam (D-Vienna), who resigned this fall to take a job with the federal government. The special election will fill the remainder of his term in the old district boundaries of HD 35, which includes a portion of Fairfax County.


2023 Primaries and Elections

State Senate

Senate District 1

Del. Dave LaRock (R-Loudoun) and Brandon Monk are among the seven candidates seeking the Republican nomination for this open seat in the Northern Shenandoah Valley. SD 1 includes the counties of Clarke, Frederick, Shenandoah and Warren, as well as the City of Winchester. VPAP rates this a "strong Republican" district where Republican Gov. Glenn Youngkin won an estimated 68.1% of the vote in November 2021.

Senate District 9

Trudy Berry (D) is running for the seat now held by Sen. Frank Ruff (R-Clarksville). SD 9 includes Danville and the counties of Charlotte, Halifax, Lunenburg, Mecklenburg, Nottoway,  Pittsylvania, and part of Prince Edward County. VPAP rates this a "strong Republican" district where Republican Gov. Glenn Youngkin won an estimated 65.3% of the vote in November 2021.

Senate District 11

Del. Sally Hudson (D-Charlottesville) is challenging incumbent Sen. Creigh Deeds (D-Bath) for the Democratic nomination. SD 11 includes Charlottesville and the counties of Albemarle, Amherst, and Nelson. It also includes part of Louisa County. VPAP rates this a "leans  Democratic" district where Democrat Terry McAuliffe won an estimated 58.5% of the vote in November 2021.

Senate District 16

Del. Schuyler VanValkenburg (D-Henrico) is running for the seat now held by incumbent Sen. Siobhan Dunnavant (R-Henrico). SD 16 includes part of Henrico County. VPAP rates this a "leans Democratic" district where Democrat Terry McAuliffe won an estimated 52.8% of the vote in November 2021.

Senate District 17

Hermie Sadler (R) is seeking the Republican nomination for the open seat. Two House of Delegates members, Del. Emily Brewer (R-Suffolk) and Del. Clint Jenkins (D-Suffolk), are also running in the new Senate district that includes the cities of Emporia, Franklin, Suffolk and the counties of Brunswick, Greensville, Isle of Wight, and Southampton. SD 17 also includes portions of Portsmouth and Dinwiddie County. VPAP rates this a "leans Republican" district where Republican Gov. Glenn Youngkin won an estimated 52.3% of the vote in November 2021.

Senate District 21

Del. Angelia Williams Graves (D-Norfolk) is the third candidate seeking the Democratic nomination. Andria McClellan and Mike Pudhorodsky are also running for the open seat that includes a portion of Norfolk. VPAP rates this a "strong Democratic" district where Democrat Terry McAuliffe won an estimated 70.6% of the vote in November 2021.

Senate District 22

The field is getting crowded in this Virgnia Beach seat. The candidates running in a January 10 special election to serve 12 months in an "old" seat may run again in November when the "new" seat will be on the ballot. Two Democrats -- Del. Kelly Convirs-Fowler and former Del. Cheryl Turpin -- have expressed interest. SD 22 falls entirely within Virginia Beach. VPAP rates this a "leans Democratic" district where Gov. Youngkin won an estimated 46.8% of the vote in November 2021.

Senate District 31

Geary Higgins is challenging incumbent Sen. Jill Vogel for the Republican nomination. Russet Perry (D) is the second candidate seeking the Democratic nomination for the seat that includes parts of Fauquier and Loudoun counties. VPAP rates this a "competitive" district where Republican Gov. Glenn Youngkin won an estimated 50% of the vote in November 2021.

Senate District 32

Greg Moulthrop (R) is running for the seat now held by Sen. John Bell (D-Chantilly), which includes part of Loudoun County. VPAP rates this a "strong Democratic" district where Democrat Terry McAuliffe won an estimated 60.2% of the vote in November 2021.

Senate District 38

Matthew Lang (R) is running for the seat. Two incumbents, Sen. Jennifer Boysko (D-Herndon) and Sen. Janet Howell (D-Reston) are seeking the Democratic nomination for the district that includes part of Fairfax County. VPAP rates this a "strong Democratic" district where Democrat Terry McAuliffe won an estimated 65.7% of the vote in November 2021.


House of Delegates

House District 15

Laura Jane Cohen (D) is the first candidate running for the open seat that includes part of Fairfax County. VPAP rates this a "strong Democratic" district where Democrat Terry McAuliffe won an estimated 60.9% of the vote in November 2021.

House District 21

John Stirrup (R) is the second candidate seeking the Republican nomination. Joshua Joseph Quill (R) and Joshua Thomas (D) are also running for the open seat that includes part of Prince William County. VPAP rates this a "competitive" district where Republican Gov. Glenn Youngkin won an estimated 51.4% of the vote in November 2021.

House District 30

Max Sawicky (D) is the first candidate running for the open seat that includes parts of Fauquier and Loudoun counties. VPAP rates this a "leans Republican" district where Republican Gov. Glenn Youngkin won an estimated 56.5% of the vote in November 2021.

House District 53

Sarah Mays (R) is running for the open seat. Sam Soghor (D) is also running in the district that includes Amherst County and portions of Bedford and Nelson counties. VPAP rates this a "strong Republican" district where Republican Gov. Glenn Youngkin won an estimated 73.3% of the vote in November 2021.

House District 64

Paul Milde (R) is running for the open seat. Leonard Lacey (D) is also running in the district that includes a portion of Stafford County. VPAP rates this a "leans Republican" district where Republican Gov. Glenn Youngkin won an estimated 56.5% of the vote in November 2021.

House District 84

Michael Dillender joins Rod Thompson in seeking the Republican nomination. Incumbent Del. Nadarius Clark (D-Portsmouth), who previously represented HD 79, is seeking the Democratic nomination, as well as Michele Joyce. HD 84 includes Franklin City, as well as portions of Suffolk City and Isle of Wight County. VPAP rates this a "competitive" district where Democrat Terry McAuliffe won an estimated 50.9% of the vote in November 2021.

House District 92

Kim Sudderth joins Bonita Anthony in seeking the Democratic nomination for the open seat that includes parts of Chesapeake and Norfolk. VPAP rates this a "strong Democratic" district where Democrat Terry McAuliffe won an estimated 74.9% of the vote in November 2021.

House District 94

Amy Chudzinski joins Kenneth O'Brien in seeking the Republican nomination. Phil Hernandez (D) is also running for the open seat that includes part of Norfolk. VPAP rates this a "competitive" district where Democrat Terry McAuliffe won an estimated 51.4% of the vote in November 2021.

House District 95

Former Del. Alex Askew joins Rick James in seeking the Democratic nomination for the open seat that includes parts of Norfolk and Virginia Beach. VPAP rates this a "leans Democratic" district where Democrat Terry McAuliffe won an estimated 55.1% of the vote in November 2021.

House District 96

Brandon Hutchins and Sean Monteiro are seeking the Democratic nomination. Susan Hippen (D) is also running for the open seat that includes part of Virginia Beach. VPAP rates this a "leans Democratic" district where Democrat Terry McAuliffe won an estimated 53.4% of the vote in November 2021.
