As state politicians and university administrators led the drive for pioneering compensation opportunities for college athletes in Virginia , coaches anxiously awaited the final legislation.
Ryan Odom, Tony Elliott and Brent Pry were not disappointed.
They joined dozens of others Thursday morning at the Patrick Henry Building in Richmond, where Gov. Glenn Youngkin signed House Bill 1505 , giving in-state schools virtual autonomy in providing name, image and likeness compensation to athletes.

The law takes effect July 1, goes beyond measures in other states and, according to its language, overrides the NCAA’s more-restrictive NIL guidelines.
“We were hopeful that it would happen and thankful (legislators) were able to push it across. ... It eliminates some roadblocks,” said Odom, who just completed his first season as men’s basketball coach at Virginia Commonwealth University. “It puts things more in the university’s hands and allows us to make it more beneficial for the student-athletes and more beneficial for the boosters who want to donate to this.
“Certainly that’s where college athletics is right now. It is big business. We know it’s big business, and these kids deserve to benefit off their name, image and likeness. ... It puts Virginia in the forefront, and I’m sure others will follow our lead, which is cool.”
While Odom only had to mosey down Broad Street from the Siegel Center for the ceremony, football coaches Elliott (University of Virginia) and Pry (Virginia Tech) traveled considerable distance. Indeed, Elliott skipped the Cavaliers’ penultimate spring practice to attend.
“I never thought as a head football coach I’d be standing (here) watching the governor sign a house bill into law,” Elliott said. “This is an opportunity to set the standard and lead the way. This is awesome. It gives us what we need to be competitive. It gives us an ability to craft our policies and procedures so they align with what we value at the University of Virginia without restricting us from being competitive. ... I think we all understand where NIL is, but there’s a lot that isn’t being discussed that truly impacts the student-athletes.
“Now we’ll have the ability to have those conversations with our student-athletes to educate them. Just as we support them academically and athletically, we need to be able to support them (on NIL) because there are contract negotiations (and) financial implications.”
Competitive advantage VCU, UVa and Virginia Tech are all associated with a collective, an outside group that facilitates NIL opportunities. Sponsored by Del. Terry Austin, R-Botetourt, with bipartisan assistance from state Sen. Aaron Rouse, D-Virginia Beach, Virginia’s new law allows far more coordination between schools and collectives and, if the schools prefer, direct NIL compensation from an athletic department to an athlete.
“As competitive as everything is right now with conference realignment, NIL, the transfer portal, this is an aggressive move,” Pry said. “Very proud of our governor, Delegate Austin and Senator Rouse for pushing this through. ... This is going to be important for recruiting efforts, important for managing rosters, just getting better control — in a positive way.
“Instead of stiff-arming everything, you can be more involved, which is important. This thing’s still going to be donor-driven to a large extent, but now that the university can be involved.”
As Thursday’s signing approached, Pry began mentioning the bill’s provisions in his recruiting pitches.
“It’s a competitive advantage,” he said, “and we have to do a nice job of making sure recruits and their families understand that.”
Whether the law would start July 1 or Nov. 15 was not determined until Wednesday’s reconvened session of the General Assembly.
“We were thankful for November,” Pry said. “We are celebrating that it’s July 1. That was big.”
