A positive number indicates a net increase in spending and/or reduction in taxes. A negative number indicates a net reduction in spending and/or increase in taxes.

Note: VPAP did not include the value of "Language Only" amendments that redirect spending without changing the dollar amount of the budget. The following six members of the House of Delegates did not submit budget amendments: Luke Torian, Gerry Higgens, Eric Zehr, David Owen, Don Scott, and Barry Knight.
